With your help, we’re reimagining the area around the Rupert and Renfrew SkyTrain stations as we plan for future growth and look for opportunities to:

  • advance reconciliation
  • add more housing choices
  • enhance Still Creek
  • support job growth
  • make it easier to walk, cycle, or roll through the area.

Updates

From June to July 2024, City staff engaged the public and targeted stakeholders on the Draft Rupert and Renfrew Station Area Plan. The Draft Plan focuses on land use changes around the Station Areas at Rupert and Renfrew Skytrain stations and in two neighbourhood Villages (Renfrew St and 1st Ave, and 22nd Avenue between Rupert St. And Renfrew St.), while preserving the Employment Lands and protecting Still Creek.

Next steps

We would like to thank everyone who has been part of the planning process so far by attending an event and/or shared your thoughts through our Community Survey. Feedback from this phase of engagement will be summarized and combined with further technical and economic analysis to refine the final Rupert and Renfrew Station Area Plan.

    The City is are exploring changes to allow multiplexes (buildings up to six units on a single lot) in low density neighbourhoods across the city. If approved by Council, multiplex units would be allowed on most residential lots in the Rupert and Renfrew area. Details about the changes can be found by visiting the project’s Shape Your City Webpage. Council will decide whether or not to approve the changes at a Public Hearing starting on September 14th.     We have updated the Area Profile for the Rupert and Renfrew Station Area Plan, a document which includes a snapshot of the area’s history, who lives and works there, the local amenities, and the existing land use policies. Staff will be using this information to help inform the Draft Plan.

    With the support of Infrastructure Canada through the Natural Infrastructure Fund, the city will be adding and enhancing five green rainwater infrastructure (GRI) sites within the Still Creek watershed. They include Cornett Road, Charles Park, Slocan Park, Beaconsfield Park, and Falaise Park. These enhancement projects will integrate the lenses of ecology, water, and community, taking a watershed-based approach to reimagine the role of neighbourhood parks and streets in the health of Still Creek.

    We plan to use wetlands, rain gardens, and rainwater tree trenches, to capture, convey, filter, and absorb polluted urban runoff using plants and soils. This will result in cleaner water entering Still Creek, while also helping to reduce localized flooding, improve local biodiversity, mitigate urban heat impacts, and improve access to nature.     In February, City Staff shared an intent to update the study area boundary for the Rupert and Renfrew Station Area Plan. The update was based on two considerations:


    • Removing an area in the Southwest due to limited sewer capacity; and
    • Expanding the area to the North and South to include areas identified in Vancouver Plan as potential ‘villages’. These villages, centred on 1st Avenue and 22nd avenue, were identified based on places with existing local shops and services. Vancouver Plan identified a vision to grow the villages, including more commercial and community uses, as well as more types of housing, to provide more local jobs, access to daily needs, and opportunities for social connection.

    We want to hear from you about the future of the Rupert and Renfrew Station Area! There are lots of ways for you share your ideas, both in-person and online. See the activities below and find the ones that work for you:

    • Community Survey: Available through Shape Your City until February 28, 2023. (Paper copies of the survey will be available at all public events)
    • Open House: Join us for an open house session in collaboration with Still Moon Arts featuring 6 activity stations and a community vision quilt! Share your ideas about housing, transportation, the economy, arts and culture and tell us about the stories and places that are culturally important to you. Artists from Still Moon will be at each event to help you find your creative voice to talk about this diverse neighbourhood and staff will be there for one-on-one conversations and to answer any questions you have about the plan and the planning process. Join us at one of these sessions:
      • 5:30 – 8:30 pm Wednesday, February 1 at Renfrew Community Centre
      • 1:00 – 4:00 pm Saturday, February 4 at Vancouver Technical School
      • 5:30 – 8:30 pm Monday, February 6 at Thunderbird Community Centre
      • 6:00 – 8:00 pm Thursday, February 9 at Renfrew Public Library
    • Mobile Community Office: Come visit us at a community facility near you! We’ll be asking you to share more about the places and stories that are culturally important to you in the plan area and will have paper copies of the survey available and staff that can answer any of your questions. Look for the booth at community events and facilities through the month of February!

    Potensiyal na pagbabago sa boundary ng lugar ng pag-aaral

    Vancouver Plan, inaprubahan noong Hulyo 2022, ay nagbibigay ng pangmatagalang plano para sa Lungsod. Tinitingnan naming baguhin ang boundary ng plano ng lugar ng pag-aaral para makasama ang ilang mga lugar na natukoy bilang ‘mga village’ sa Vancouver Plan.

    Ang ‘mga village’ ng Vancouver Plan ay nakikinita na naka-orient sa paligid ng maliit na koleksiyon ng mga komersiyal at pang komunidad na paggamit na nakakapagbigay ng mga lokal na trabaho, mga pang-araw-araw na pangangailangan, at paglalagay ng lugar sa komunidad at mga panlipunang koneksiyon.
