About the Jericho Lands planning program

The Jericho Lands are within the unceded traditional territories of the xʷməθkʷəy̓əm (Musqueam), Sḵwx̱wú7mesh (Squamish), and səlilwətaɬ (Tsleil-Waututh) Nations. The planning program is a comprehensive planning process which will create a policy statement to guide future development of the 90-acre site.

The program is being developed at the request of the landowners, a joint venture partnership between the MST Development Corporation, and Canada Lands Company (CLC).

The planning program will explore priorities including:

  • Ways to advance our collective work toward reconciliation
  • Creating a complete community with a range of housing options with different income levels and tenures
  • Providing new housing within a walking distance of existing and future transit routes, including a potential SkyTrain extension to UBC
  • Providing shops, services, childcare, and employment space to support the new community and the rest of the city
  • Recognizing and celebrating cultural and heritage assets
  • Creating new parks and open spaces, and a package of other community amenities

    On January 24, 2024, City Council unanimously approved the ʔəy̓alməxw/Iy̓álmexw/Jericho Lands Policy Statement. Thank you to everyone who provided input throughout the planning process. The Policy Statement establishes planning principles and policies that will guide future rezonings and redevelopment of the site over the next 25-30 years.

    Upcoming Council presentation

    On Wednesday, January 24, 2024, a staff report and the draft ʔəy̓alməxw/Iy̓álmexw/Jericho Lands Policy Statement is being presented at the Standing Committee for Policy and Strategic Priorities for City Council's consideration.

    January Council date announced!

    Following a multi-year, multi-phase planning process, the draft ʔəy̓alməxw/Iy̓álmexw/Jericho Lands Policy Statement is now ready to be presented to City Council for their consideration. City staff, in collaboration with the proponent team, will be presenting a report and the draft Policy Statement to Council at the Standing Committee for Policy and Strategic Priorities on Wednesday, January 24, 2024.

    The draft Policy Statement establishes planning principles and policies that will guide future rezonings and redevelopment of the 90-acre site.

    The Council report, agenda, and information on how to sign up to speak to Council will be shared on the City’s website (here) closer to the meeting. You can sign up to receive notifications when the meeting agenda is posted (here).

    Draft Policy Statement is now online!

    After four phases of consultation with the community, xʷməθkʷəy̓əm (Musqueam), Sḵwx̱wú7mesh (Squamish), and səlilwətaɬ (Tsleil-Waututh) Nations’ Community Members, people across the city, and other stakeholders, the draft ʔəy̓alməxʷ / Iy̓álmexw / Jericho Lands Policy Statement has been developed. The draft Policy Statement establishes planning principles and policies that will guide the future redevelopment of the 90-acre site.

    We are sharing a copy of the draft Policy Statement, and associated materials, for early public review prior to City Council’s consideration. Note: the draft Policy Statement is pending final City review and is subject to change ahead of its consideration by City Council.

    Phase 4 Engagement Summary is now online

    In June 2023, the City launched Phase 4 of the ʔəy̓alməxw/Iy̓álmexw/Jericho Lands planning program. Through our Shape Your City project web page and a number of public events co-hosted with the site’s landowners – the MST Partnership and Canada Lands Company – we gathered feedback on the landowners’ Revised Site Concept. This concept included details on proposed land use, housing, density and building heights, parks and open space, transportation and public amenities.

    Read the Phase 4 public engagement summary to learn about what we heard during the engagement events, through our survey, and market research study.

    The feedback we received is helping to shape the draft Policy Statement.



    Next steps

    We are now developing the draft Policy Statement in consultation with the landowners. Along with the public feedback, the Policy Statement will also be informed by input from the MST Nations and other stakeholders.

    The draft Policy Statement will be posted to our project web page in early December 2023. You will be able to ask questions and make comments through the site. The draft Policy Statement will then be presented to City Council for consideration in January 2024, where you will have the opportunity to provide input by speaking to Council and/or submitting written correspondence.

    From June 16 to July 16, the Jericho Lands Planning Team collected feedback on the landowner's Revised Site Plan Concept. Thank you to everyone who attended and shared their feedback through the open houses, pop ups, community meetings and the survey. We anticipate sharing a summary of what we heard in September 2023.

    Your feedback, combined with other inputs, will be used to create a preferred site plan concept. This preferred site concept will form part of the draft Jericho Lands Policy Statement. Please monitor our website for future updates.

    Engagement materials now live!

    The fourth phase of public engagement for the ʔəy̓alməxw/Iy̓álmexw/Jericho Lands planning program is now live! This phase focuses on the landowners’ revised site plan concept, including details on land use and housing, density and building heights, parks and open space, transportation, and public amenities. We would like to know what you think.

    The revised site plan concept is an illustration of how ʔəy̓alməxw/Iy̓álmexw/ the Jericho Lands could look in the future. The concept was created by the landowners’ design team based on direction from Host Nation leadership, and seeks to build on what was heard during Phase 3, incorporate feedback from engagement with Host Nation communities, layer in objectives from the draft Guiding Principles and Emerging Ideas, and reflect recently approved City and regional policies and ongoing technical work.

    Community and stakeholder feedback, combined with other inputs, will be used to inform the preferred site plan concept and the draft Policy Statement.

    Starting Friday, June 16, we will be launching the fourth phase of public engagement for the Jericho Lands Planning Program. This phase will focus on the landowners’ revised site concept including details on land use and housing, density and building heights, parks and open space, transportation, and public amenities.     Phase 3.5 Plan and Process

    Between March 6 and March 26, we are adding a new phase in the planning process (Phase 3.5). The intention of this phase is to provide you with a project and process update, as well as share the outcomes of the landowners’ recent engagement with Host Nations Community Members.

    Online Information Boards

    We will be sharing a set of online information boards here and on the ʔəy̓alməxw/Iy̓álmexw/Jericho Lands project web page. These boards were developed by the City and the landowners, and will include an update on the planning process, an overview of the MST Planning and Design Framework, including the MST Cultural Site Planning Elements, Phase 3 engagement highlights, next steps and more.

    Inspire Jericho Talk: Celebrating MST Culture at ʔəy̓alməxw/Iy̓álmexw/Jericho Lands

    On April 13, we will be co-hosting the fifth installment of the Inspire Jericho Talk speaker series. Come and hear from Cultural Liaisons from the xʷməθkʷəy᾽əm (Musqueam), Sḵwx̱wú7mesh (Squamish), and səlilwətaɬ (Tsleil-Waututh) Nations as they share how stories, ideas, wisdom and aspirations from their communities has led to the development of cultural site planning elements that will guide the future of ʔəy̓alməxw/Iy̓álmexw/Jericho Land.

    When: Thursday, April 13, 2023 (7-9 pm)

    Where: UBC Robson Square (800 Robson Street)

    Registration: Registration opens March 6. Tickets are complimentary; however, seating is limited and advance registration is required.
