In March 2019, we launched a planning process to create a comprehensive community plan for the area within Vine Street to Clark Drive and 1st Avenue to 16th Avenue. The 30-year plan will focus on opportunities to integrate new housing, jobs, and amenities around the new Broadway Subway. This webpage provides a one-stop location where you can learn about the Broadway Plan and stay up to date on engagement opportunities.
Broadway Plan Approved By City Council

We're in the final phase of developing the Broadway Plan, a 30-year area plan that focuses on integrating housing, jobs and amenities around the future Broadway Subway. This plan has been shaped by thousands of people who live, work, play and learn within the area and across the city and region. The Broadway Plan provides a comprehensive framework to guide growth and positive change in the area to meet the needs of today's residents and future generations.

Draft Plan Engagement Summary Document:
Between March 1 and March 22, 2022, there were over 19 opportunities to engage on the Draft Broadway Plan. We heard from thousands of people through our survey, in-person open houses, email and office hours. Thank you to everyone who shared their views and got involved.

What's Next:
The plan will be presented to City Council for consideration on May 18, 2022. If you would like to see the agenda, request to speak, or read the report, please visit the City of Vancouver Council Meetings webpage.
The plan summary document will also be available for pick up at the following locations starting on Wednesday May 11:

Draft Broadway Plan Engagement Is Now Closed

Between March 1 and March 22, we had more than 6,300 visitors to our ShapeYourCity website to review materials, take the survey, and learn how to get involved. We received over 3,600 survey responses, over 300 people attended in person open houses and over 1,000 hard copy draft plan booklets were distributed through our local libraries.
Over the next couple of weeks, we will be summarizing what we heard and sharing the results on our website. The next step in the planning process is to bring the final Draft Plan to Council in May 2022.
We hope that you continue to stay engaged in our process.

In our fourth and final phase of engagement, the Draft Plan sets out in greater detail the policies that will provide a clear but flexible framework to guide growth, positive change, and public benefits in the Broadway neighbourhoods. Input received in this final phase of engagement will help inform the final adjustments to the Draft Plan before it is considered by Council in May 2022.

Please save the date for the Draft Broadway Plan engagement starting March 1 and going until March 22.
During this upcoming phase, you’ll get a chance to review the proposed land use concept plan, built form, draft Public Benefits Strategy, and area wide policies that will shape the next 30 years around the future Broadway Subway.
Similar to our November 2021 engagement, we plan on using a hybrid approach of in-person and virtual opportunities (pending public health measures). Below are our open house dates and locations:
- March 2 at Mount Pleasant Neighbourhood House (800 East Broadway) from 4:30 pm -7:30pm
- March 5 at CityLab (507 West Broadway) from 10:30 am -1:30 pm
- March 7 at Kitsilano Neighbourhood House (2305 West 7th Ave) from 4:30 pm -7:30 pm

Refined Directions Engagement Summary Report
Share on Facebook Share on Twitter Share on Linkedin Email this linkDuring the last couple of months, our team has been reviewing, summarizing and analyzing everything we heard during the Phase 3 Refined Directions public consultation that took place between November 4 to December 3. We received more than 2000 survey completions, had over 1400 people view our presentation on Youtube and welcomed over 300 people at our in-person open house. We are happy to announce that our Draft Plan engagement will begin at the end of February and go until the middle of March. Please continue to follow our website, City of Vancouver social media channels, and listserv for details on the Draft Plan launch.

Phase 3 engagement is now closed
Share on Facebook Share on Twitter Share on Linkedin Email this linkAs we wrap up the engagement period for the Refined Directions, we wanted to take some time to thank you all for participating in the most recent phase of public consultation.
Over the last four weeks, we had a combination of in-person and online events that gained a lot of interest. We had more than 7,200 visitors to our ShapeYourCity website to review materials, take the survey, and learn how to get involved. We received over 2000 survey responses and over 1,300 views on our “Refined Directions virtual presentation” on Youtube. Lastly, our three in-person open house sessions marked the first time we gathered in person to talk and learn about the future of our communities since before the pandemic.
In mid-January, we will be publishing our engagement summary report which will provide an overview of “what we heard” during this phase. All of the feedback shared will be used to inform the “draft plan” which we will bring out for consultation in early March 2022.

Ways to get involved: November 4-30
- Learn more: Detailed information on the Refined Directions, planning process, and engagement opportunities are available at shapeyourcity.ca/broadway-plan
- Take the survey: Provide feedback through the online survey which is open until November 30, 2021.
- Talk to the team: Book a time to chat in person, online via video chat, or over the phone with a member of the Broadway Plan team. Staff will be available in person at CityLab (511 West Broadway) on November 9, 10 and 20 and at pop-up spaces on future dates to discuss the plan directions, receive input, and answer questions.
- Attend a virtual session: Sign up for an online workshop session to learn more and discuss specific neighbourhoods and topics.
The Refined Directions are the latest phase of the Broadway planning program, which began in 2019. Participants can learn about how different areas in the Broadway Plan might evolve in the future and review 3-D elements of the plan which include the kinds of new buildings that neighbourhoods could see. The Broadway Plan will also integrate with the Vancouver Plan, a strategic citywide, long-range plan that will guide our city to 2050 and beyond.
The feedback received will help staff develop the draft plan which will be available for public input in the next phase of engagement. The Broadway Plan is expected to be presented to City Council for consideration by spring 2022.

During this upcoming phase, you’ll get to review 3D elements of the plan which will include building heights, a draft public realm framework, housing and job projections, and additional details on some area-wide policies like housing, transportation, public benefits and community well-being. We’ve adjusted our project timeline to provide more time to analyze feedback, advance critical technical work, and develop engagement opportunities for the upcoming phase.
For Phase 3 - Refining Directions, we plan on continuing to use our virtual open house model. We’re also hoping to provide some in-person engagement opportunities pending public health measures.
