Replacement of rental in commercial areas
In November 2019, Vancouver City Council approved a motion to extend rental replacement requirements under the Rental Housing Stock Official Development Plan (RHS ODP) to cover certain commercial areas of the city.
The RHS ODP currently applies to most apartment areas (RM, FM, and CD-1 zones) in the city. The intent of the RHS ODP is to protect against the loss of residential rental housing due to redevelopment. The Council direction is to extend the RHS ODP to cover properties containing existing rental in commercial areas zoned as C-2, C-2B, C-2C, and C-2C1 (see map).
Over the fall, we’ll be engaging with the public and stakeholders on the proposed policy changes. The proposed amendments to the Rental Housing Stock ODP will be presented to City Council for review and referral to public hearing on February 9, 2021.

This Public Hearing is to be convened by electronic means as authorized by Ministerial Order No. M192, "Local Government Meetings and Bylaw Process (COVID-19) Order No. 3".
Due to COVID-19, a Public Health Order currently prohibits members of the public from attending the City’s Public Hearings in person. Members of the public can listen and watch the proceedings via the City’s website or follow Twitter @VanCityClerk. Speakers can participate by telephone or by providing written submissions.

Copies of the draft by-laws will be available for viewing at all times on the meeting agenda online, starting Friday, February 26, 2021, at 1:00 pm. Meeting minutes will also be available at this location approximately two business days after the hearing.
