Replacement of rental in commercial areas

In November 2019, Vancouver City Council approved a motion to extend rental replacement requirements under the Rental Housing Stock Official Development Plan (RHS ODP) to cover certain commercial areas of the city.

The RHS ODP currently applies to most apartment areas (RM, FM, and CD-1 zones) in the city. The intent of the RHS ODP is to protect against the loss of residential rental housing due to redevelopment. Council direction is to extend the RHS ODP to cover properties containing existing rental in commercial areas zoned as C-2, C-2B, C-2C, and C-2C1 (see map).

Over the fall, we’ll be engaging with the public and stakeholders on the proposed policy changes. The proposed amendments to the Rental Housing Stock ODP will be presented to City Council for review and referral to public hearing (targeting late Q4 2020).
