xʷməθkʷəy̓əm (Musqueam), Sḵwx̱wú7mesh (Squamish), səlilwətaɬ (Tsleil‑Waututh) (MST), in partnership with Aquilini Development, seek to rezone the site from I-2 to CD-1. This will permit a mixed-use development that offers a diverse range of housing, employment and amenity options. It will also provide a unique opportunity to revive a strong MST economy and culture on the land.

The City of Vancouver is hosting a consultation process to get early feedback on this “Unique Site” in the Renfrew-Collingwood neighbourhood, concurrent with the planning process for the Rupert and Renfrew Station Area Plan. Unique Sites are subject to an enhanced rezoning process to provide an opportunity for feedback on proposals at an early stage due to the large scale and complexity of the site.

    A diverse mix of housing types and tenures would be provided to serve individuals and families with varying needs, with over 3,800 new units. Market rental and affordable rental tenures will be considered, however the tenure mix will ultimately be guided by this unique opportunity to advance economic reconciliation and shared prosperity.

    Thank you for your question. Given the City’s priorities and commitments to reconciliation as a goal of Vancouver Plan, Council has given support for an Enhanced Rezoning be undertaken for this site concurrent to area planning. Support for residential uses on the site, while preserving job space in light industrial and commercial uses, supports opportunities for reconciliation and cultural redress, as well as economic empowerment.

    In regards to Still Creek, the 3200 East Broadway site is located adjacent to, but outside of the Still Creek designated floodplain. The Vancouver Building Bylaw (VBBL) also specifies building requirements related to the designated floodplain, including Flood Construction Levels (FCLs) which set the minimum floor elevation for habitation, business, and storage of goods for parcels in the designated floodplain.

    The site is located within the plan boundary of the Rupert and Renfrew Station Area Plan which is currently under development and nearing completion. The draft area plan contains policies and projects to manage Still Creek flood hazard and risk. One of the key proposed initiatives is to daylight and widen the Still Creek corridor through the floodplain. Some portions of Still Creek currently flow through underground ‘pipes’ (culverts) and ‘daylighting’ refers to replacing the culverts with open channel watercourses. Daylighting and widening the creek corridor will provide more room for Still Creek to flow in extreme rainfall events and in turn reduce flooding on roads and properties. The proposed daylighting and widening of Still Creek will help adapt to climate change while also enabling the construction of new buildings in the area.

    The 3200 E Broadway engagement material also highlights water stewardship and supporting the restoration of Still Creek, which is complementary to the City’s vision provided in the 2023 Still Creek Watershed Enhancement Opportunities Study.

    Thank you for your question. This proposal is still in the concept development stage. Information related to shadowing and other technical details such as green roofs and public/private access will be shared and reviewed in detail at the rezoning application stage.

    Thank you for your question. This project follows typical notification processes for development proposals. This includes signage on site, notification postcards to the properties in a 2-3 block radius around the site, a project webpage on the City’s Shape Your City platform and email notifications for people who have signed up to the Rupert and Renfrew Area Plan listserv. Additionally, both online and in-person methods to share feedback have been provided.

    Language accessibility has been built in throughout the engagement process in accordance with City policy. Measures include:

    • The Shape Your City webpage and feedback survey are translated into Traditional Chinese, Simplified Chinese, Vietnamese, and Tagalog
    • Cantonese and Mandarin speaking planning staff will be present at the in-person information session
    • Interpretation services in other languages will be available upon request

    Staff will be reviewing application details, including sidewalk and bike lane widths, building setbacks, and overall public realm design to ensure that they will positively contribute to the pedestrian and cyclist experience along adjacent streets. The Central Valley Greenway connection, including the crossing across Rupert Street adjacent to the site, will be reviewed by the Engineering Department for improved pedestrian and cyclist safety and comfort. Separating walking and cycling is a key transportation objective, within and around this development site.
