Why is the Park Board creating a Golf Services Plan?
The Vancouver Board of Parks and Recreation Services Master Plan (VanPlay) calls for a long-term Golf Strategy to describe guiding principles and identify opportunities to expand programming options in golf assets.
On October 30, 2023, the Vancouver Board of Parks and Recreation (Park Board) approved The Golf Services Plan – Framework [link] outlining high level direction to develop a Golf Services Plan with a shorter time horizon and more implementation-oriented deliverables than a Golf Strategy. On November 27, 2023, the City’s Auditor General presented a report [link]to the Park Board with specific findings and recommendations for its revenue generating activities, which includes Vancouver Parks Golf.
In alignment with the Board-approved Framework and Auditor General’s report recommendations, the Park Board is developing an action-oriented Golf Services Plan for Golf facilities in Vancouver.
Does this plan contemplate the development of any VPB courses for housing or other non-park use?
No, the Board-approved framework for the Golf Services Plan specifically states that the VPB golf lands are to retain permanent park designation. The Golf Services Plan will not consider redeveloping golf lands for non-park use.
How do I get involved?
A survey will be launched in the Spring of 2025 to engage with and gather feedback from golfers and other users of the golf facilities. To stay updated and receive the survey, check this landing page regularly and be sure to register for the mailing list [link] to have a survey emailed to you directly.
I use the golf courses for non-golf purposes, will my voice still be heard?
Yes, although most people who use our golf facilities do so for golf-related activities, we recognize that there are individuals who use the walking trails surrounding the courses and those who may only use the restaurant / cafes in the clubhouses. The survey and engagement process will solicit feedback from non-golf users in addition to golfers.
How will public input be incorporated into the plan?
The Golf Services Plan will primarily be driven by technical factors such as funding availability, business planning, and assessments of capital facilities and infrastructure. That said, there are important experiential and use-related elements where input from the public will be considered in the development of the plan.
Will the facilities be improved?
In alignment with VanPlay’s Goal #10 – to secure adequate and ongoing funding for the repair, renewal, and replacement of our aging parks and recreation system – the Golf Services Plan will seek to highlight capital projects that should be prioritized over the next ten years to support the sustainability of the VPB golf assets.
When will the Golf Services Plan be completed?
The project team aims to present the Golf Services Plan to the Park Board in Winter 2025
