Partnering with the local business community, we created designated public spaces for responsible alcohol consumption to help businesses reopen and give residents more public space to reconnect with friends, families, and loved ones.

Much like how other public spaces give people space to eat, rest, and enjoy the weather, these designated “pilot” spaces allowed one additional use: enjoying alcoholic beverages outdoors. This pilot was temporary and ran from August 10 to October 12, 2020. We approached this program with curiosity, care, and an openness to learning.

The designated sites and hours for public alcohol consumption were:

  • šxʷƛ̓ənəq Xwtl'e7énk Square (Vancouver Art Gallery – North Plaza) from 12:00 PM to 9:00 PM
  • Lot 19 (Hornby St and W. Hastings St) from 11:00 AM to 9:00 PM
  • Bute-Robson Plaza, from 11:00 AM to 9:00 PM
  • 17th & Cambie Temporary Plaza, from 11:00 AM to 9:00 PM

(Check out the photo gallery for site maps.)

City staff worked with community partners, local police, and the regional health authority to make sure spaces were safe, properly managed, and well-maintained.

A public survey was conducted during the pilot. Feedback from the survey is currently being reviewed and analyzed, the results of which will be published later this fall. This feedback will help us better understand and manage public spaces, as well as give us ideas for future public space projects.
