The City of Vancouver has received an application to amend the Sign By-law to allow a rooftop digital billboard sign at the northwest corner of Granville Street and Smithe Street. The application proposes:

  • An 8 ft. by 29 ft. curved convex digital screen
  • LED backlit showing static images
  • Third party advertising

The application is being considered under the Sign By-law.

    This application has not been approved. It is currently under review by staff. Council will vote to approve or not approve this application at a future Council meeting.

    The City receives thousands of permit and by-law applications a year. While it is not possible to consult with the xʷməθkʷəy̓əm (Musqueam), Sḵwx̱wú7mesh Úxwumixw (Squamish), and səl̓ilwətaɁɬ / sel̓íl̓witulh (Tsleil-Waututh) nations on every single application, the City is committed to Reconciliation through ongoing collaboration and partnership captured within larger community planning initiatives such as the Vancouver Plan. Foundational principles and values such as these are captured within our Plans affect how the City creates and amends policies and regulations. Keeping with established practices, all residents, owners, and businesses were notified within a 2-block radius of the site.

    A static image consists of no motion or animation. Each message presented is displayed for a standard “dwell time” (between 6-8 seconds is the industry standard) and the transition from one message to the next occurs instantaneously.

    Granville St is considered a prominent night time destination for the city including a level of brightness that can be expected in the entertainment district. The applicant has committed to operate the digital sign at no more than 500 nits in relation to the surrounding ambient light during day time and no more than 300 nits during the night-time. The display area is less than half of the two signs currently operating at the corner of Robson St and Granville St combined and consistent with them in terms of brightness levels. Due to the smaller screen size, it is anticipated that the overall brightness will be less than mentioned signs.
