We would like your feedback on a rezoning application at 724 E 56th Ave. The proposal is to allow for the development of two 3-storey stacked townhouses. The zoning would change from RS-1 (Residential) to CD-1 (Comprehensive Development) District. The proposal includes:
12 secured market rental units
Floor space ratio (FSR) of 1.40
Floor area of 1,121 sq. m (12,062 sq. ft.)
Building height of 10.1 m (33.2 ft.)
18 vehicle parking spaces and 28 bicycle parking spaces, located in the underground level of 7280 Fraser St
In response to COVID-19 (Coronavirus), an extended online question and answer (Q&A) period was held in place of an in-person open house for this project.

As the policy this is being considered under allows for four floors at this location, and in-light of the proposed transition area zoning, why are only three floors being proposed?

The Affordable Housing Choices Interim Rezoning policy permits consideration of ground-oriented forms up to 3.5 storeys (e.g. stacked townhouses), or up to four-storey apartment forms on this site. After staff review, and in consideration of the lot size, dimensions, and surroundings, it was determined that a 3-storey townhouse form would provide better compatibility with the adjacent houses, and better transitional massing with the proposal at 7280 Fraser St.

Why did the engineering department refuse the applicant’s request to close the lane between this proposal and the one at 7280 Fraser Street? It seems like a plaza space would have been a nice addition, and would have tied these buildings together well.

The lane is being kept in place to facilitate transportation access and utility servicing (e.g. recycling and garbage pickup).
