We would like your feedback on a rezoning application at 6095 Fraser Street. The proposal is to allow for the development of a 7-storey mixed-use building over three levels of underground parking. The zoning would change from C-2 (Commercial) District to CD-1 (Comprehensive Development) District. This proposal includes:

  • 36 secured market rental units;
  • Commercial retail space on levels one and two for grocery store use;
  • A floor space ratio (FSR) of 4.18;
  • A floor area of 4,372.9 sq. m (47,071 sq. ft.);
  • A building height of 23.9 m (79 ft.); and
  • 48 vehicle parking spaces and 74 bicycle parking spaces.

The application is being considered under the Secured Rental Policy.

    If Council approves the rezoning application at a future Public Hearing and the project progresses through the development process, demolition and construction might begin between 6 to 10 months following Council’s decision, however there are many factors which may alter this estimate. Construction impacts to 605a Fraser St such as power outages and utility disruptions are not likely to occur, and entrances and exits to doors and parking will remain accessible. Temporary closures of the lane are likely to be prohibited, however if permitted neighbourhood notification would be required in advance.  Residents are encouraged to file complaints of prohibited activity or street use with 3-1-1 for staff to investigate.

    Because this rezoning application proposes redeveloping the current location of Buy-Low Foods, the existing store would need to be closed during construction. There are no plans at this time for a temporary relocation of the store during construction. Construction would take approximately 20 months.

    There are no plans for the grocery store to be relocated to a temporary facility during the construction of the proposed development. If Council approves the rezoning application at a future Public Hearing and the project progresses through the development process to construction, construction may take approximately 20 months.

    Update (Nov 23, 2022): This rezoning application is under review and has not yet been considered by Council at a Public Hearing. If Council approves the rezoning application at a future Public Hearing and the project progresses through the development process to construction, construction impacts such as noise, dust, and temporary traffic impacts may occur. Notifications would be distributed for any temporary street closures to facilitate construction. A traffic construction management plan, including details on construction team parking and so on, would be required for City for approval as part of the development application process.

    The Secured Rental Policy allows consideration of rezoning applications for buildings generally up to 6 storeys in this area. In order to ensure the grocery store space remains viable, a second storey of commercial use with open areas to function like a large mezzanine floor is being considered. The proposal includes a number of building setbacks above the fourth floor to minimize shadowing. In December 2021, Council approved changes to the Commercial (C-2) zoning across the city, including in this area, to allow development applications without the need to rezone for up to 6 storey mixed-use buildings which propose secured rental units.     Of the proposed parking spaces, 22 vehicle spaces and 4 bicycle spaces are reserved for commercial/retail use, and 2 vehicle spaces are reserved for residential visitors. Any parking fees have not been determined at this time.

    It is the owner's intent that the grocery store be a Buy-Low in the proposed new building.

    This application proposes a rental apartment building with 100% secured rental units, so no units will be for private sale. The application proposes to meet the DCL Waiver requirements which sets out maximum monthly rental rates, which you can find in the Rental Incentive Programs Bulletin.
