The Development Permit Board approved the application on September 19, 2022, subject to conditions.  A Development Permit may be issued once all conditions have been satisfied. For more information, please see the Prior-to letter under "Application documents"

GBL Architects Inc. has applied to the City of Vancouver for permission to develop on this site a 53-storey mixed-use building, consisting of:

  • Commercial uses at grade
  • 303 market residential dwelling units and 152 social housing dwelling units
  • A FSR of 7.57 (470,722 sq.ft.)
  • A building height of 535 ft.
  • Three levels of underground parking, including 453 parking spaces and 911 bicycle spaces

Under the site’s existing CD-1 (366) zoning, the application is “conditional” so it may be permitted. However, it requires the decision of the Development Permit Board.

In response to COVID-19 (Coronavirus), we held an extended online question and answer (Q&A) period in place of an in-person open house for this project.

    The high-rise portion of the building for this DP application is at the same location as per the Council-approved rezoning application. The tower was, indeed, located further south in the original rezoning submission, however, its initial location was revised during the rezoning application to minimize shadowing the May & Lorne Brown Park at key hours, therefore, the final location as shown in the DP application is consistent with the rezoning application approved at Public Hearing.

    The 152 social housing dwelling units are proposed at the podium level, up to the 6th floor. Please refer to the 'Project Data' listed under the Applicant Documents.

    The main changes in the form of development pertain the following items:

    •  Height. The height of the tower has been reduced to comply with urban condition 1.1 and maximum permitted height in the CD-1 By-law. As a result, the application reduced the number of storeys from 55 to 53 storeys.  
    • Tower Crown. The tower crown has been significantly canted to attempt complying with rezoning urban design condition 1.2 (e);
    • Tower shape. The tower shape and curvature has been slightly adjusted;  
    • Podium. The podium has been re-shaped towards the ramp. Additionally, some of the changes include:
      • An additional storey has been added fronting Beach Crescent;
      • A four-storey tall wing extended towards the south-east corner; and  
      • A modest increase in height of the northern part of the podium; 
    • Layouts. The units have been redistributed across the development; and  
    • Public Realm. The drop-off area has been removed and a bike lane has been incorporated.
