4902-4946 Joyce St and 3510 Wellington Ave rezoning application
The City of Vancouver has received an application to rezone the subject site from RM-4 (Residential) District to CD-1 (Comprehensive Development) District. The proposal is to allow for the development of a 12-storey mixed-use building with a four-storey podium and includes:
- 9 replacement rental units and 104 strata-titled units;
- Commercial space on the ground floor;
- A floor space ratio (FSR) of 5.00;
- A building height of 39.6 m (130 ft.) with additional height for mechanical appurtenances; and
- 107 vehicle parking spaces and 229 bicycle spaces.
This application is being considered under the Joyce-Collingwood Station Precinct Plan.

Share What kind of traffic studies have been done? This intersection is ALREADY BUSY and horrible for cars on Wellington Avenue trying to get across to other side, or to turn onto Joyce. You need to move past the crosswalk to see oncoming traffic on Joyce bc there's always cars parked on Joyce that block your view. When you do that, you end up getting in the way of pedestrians walking north south on Joyce. The east side of Wellington is also a narrow road, with cars parked on both sides so it only allows for single lane to absorb cars in both directions. When north or southbound traffic is trying to make a left or right onto Wellington, the traffic backs up for the entire block. This area is busy with pedestrians walking on Joyce to get to Skytrain and they do not have a signal if they are moving north/south, they just keep walking even when cars heading north/south have the red signal. And if it SNOWS and gets icy, the downward slope of Wellington eastbound onto Joyce is an absolute scary situation for us who live in the neighbourhood. Looking at the designs of the project, it doesn't appear that any account has been made to make this intersection SAFER. With increased people and CARS, there needs to be items to ask the developer to include such as ensuring all crosswalks are painted yellow, that there are pedestrian signals in ALL directions, that there be motion detected traffic signal for those travelling on Wellington (so we don't have to encroach onto Joyce), and the first few stalls in this intersection should be removed to ensure visibility and space. I have lived here for almost 15 years and have seen so many close calls, so many incidents involving buses and regular vehicles, strollers, small children and elders being yelled at and of course, many actual accidents occurring. This intersection is only 1 block away from the Joyce Skytrain, the 6th busiest skytrain, but when you have it in the middle of commercial AND residential homes, and close to 4 schools (Graham Bruce, Grenfell, Collingwood and St Marys) and a community centre, you really need to ask or do more for street safety and walkability. There are MORE buildings coming north on Joyce and with the new changes in zoning for homes within 400 metres of skytrain, please understand how more congested it will become. PLEASE make sure you make Joyce a SAFE pedestrian walkway for both pedestrians, vehicles and transit. Please incorporate this into the design and NOT after it is built, maybe even deal with it before construction starts? asked about 1 year agoAs part of the rezoning process, Engineering staff include a review of the application with respect to transportation impacts. The applicant (and nearby developments to this intersection) will be required to provide street improvements and traffic signal upgrades at the intersection of Joyce St and Wellington Ave to improve traffic operations and safety, as conditions of rezoning approval.
Prior to construction, the site is required to meet with and coordinate construction and street use impacts with our Engineering team. Appropriate permits are required to secure street space and any closures must be permitted in advance with proper traffic management plans approved. Traffic management plans are reviewed closely by Engineering staff to ensure there are safe vehicular, cycling, and pedestrian provisions during construction to provide access for the local residents and businesses. Residents are encouraged to file complaints of prohibited activity or street use with 3.1.1 for staff to investigate.
