The Director of Planning approved the application on April 26, 2024, subject to conditions.  A Development Permit may be issued once all conditions have been satisfied. For more information, please see the Prior-to letter under "Application documents"


Francl Architecture Inc has applied to the City of Vancouver for permission to develop a two-storey cultural and recreational theatre use (stadium stand), on this existing multi-use site, Nat Bailey Stadium Park, consisting of:

  • A Floor Space Ratio of .02
  • A gross floor area of 2,188 m² (23,537 sq. ft.)
  • A building height of 11.9 m (39 ft.)

Under the site’s existing CD-1 (449) zoning, the application is “conditional” so it may be permitted. However, it requires the decision of the Director of Planning.
