4-36 W 3rd Ave and 5 W 4th Ave Rezoning application
The City of Vancouver has received an application to rezone the subject sites from I-1 (Industrial) District to CD-1 (Comprehensive Development) District. The proposal is to allow for the development of two 11-storey and 10-storey mixed-use industrial and office buildings with industrial and retail on the ground floor on two parcels separated by a lane and includes:
- An overall floor space ratio (FSR) of 6.6;
- A floor area of 41,085 sq. m (442,251 sq. ft.); and
- Four levels of underground parking.
5 West 4th Avenue (South / Heritage building)
- 10-storey building;
- A building height of 51.8 m (170 ft.);
- Industrial 9,424 sq. m (101,436 sq. ft.);
- Office 8,094 sq. m (87,128 sq.ft.);
- Retail 1,451 sq. m (15,623 sq. ft.);
- Retention of Dominion Steam Laundry Heritage building of 3,711 sq. m (39,946 sq. ft.) which includes:
- Industrial 2,516 sq. m (27,079 sq. ft.);
- Childcare facility within the heritage building; and,
- 244 underground parking spaces and 193 bicycle parking spaces.
4-36 West 3rd Avenue (North Building)
- 11-storey building;
- A building height of 55.2 m (181 ft.);
- Industrial 11,356 sq. m (122,234 sq .ft.);
- Office 8,105 sq. m (87,245 sq. ft.); and
- 141 underground parking spaces and 66 bicycle parking spaces.
This application is being considered under the Broadway Plan.
The site includes a heritage building at the corner of West 4th Avenue and Ontario Street, and as such, the City’s Heritage Program and Heritage Policies apply. The application proposes retention of the façade and timber frame structure for what was originally built in 1910 as Dominion Steam Laundry (Vancouver Heritage Register Category ‘C’) and to leverage Broadway Plan policy 18.2.5 which considers up to 10% additional density (FSR) for proposals retaining a heritage building.
