The City of Vancouver has received an application to amend CD-1 (473): EFL Non-High Streets (Area 3) to align with Council approved amendments to the East Fraser Lands Official Development Plan (EFL ODP) and allow for development of Area 3. The proposal includes:

  • 195,387 sq. m (2,103,132 sq. ft.) of strata housing;
  • 68,927 sq. m (741,922 sq. ft.) of social housing;
  • 27,888 sq. m (300,184 sq. ft.) of secured rental housing;
  • 3,422 sq. m (36,835 sq. ft.) of commercial space;
  • A range of building heights from eight to 25 storeys;
  • 3.31 hectares of park space;
  • A community energy facility; and
  • A childcare facility.

This application is being considered under the East Fraser Lands Official Development Plan (EFL ODP).

On April 8, 2021, Council approved amendments to the EFL ODP following a Public Hearing. The changes were considered as part of the EFL ODP 10-year review. Approved amendments in Area 3 allowed for additional floor area of 104,358 sq. m (1,123,303 sq. ft.) and an increased package of amenities including additional childcare spaces and 2 acres of park. These changes are reflected in the application.

    While not related to the rezoning for Area 3, construction on the new community centre in Area 1 is being led by Wesgroup and will be delivered to the City upon it’s completion. Wesgroup expects construction to commence in early 2026 and are aiming for completion in the end of 2028. It typically takes 2.5 to 3 years to construct a project like this.

    Thank you for your question related to transit connections in Area 3. As you’ve mentioned, TransLink has introduced a new service (Route 80) from Marine Dr to River District last year, and the current Route 31 connects River District to Metrotown. TransLink may have plans to convert Route 31 to a larger bus, however we don’t have additional details on the timeline. The City has not heard of any immediate plans with TransLink to add new routes to the River District Area other than possible upgrades to current servicing routes (Route 31 & Route 80) and possible future bus loops around Sawmill Crescent and E Kent Ave. Future transit planning is by TransLink and the City of Vancouver does not have additional information to provide at this time.

    Thank you for your question. 36,835 sq. ft. of commercial space is proposed in the ground floor along two of the main streets. The proposal will also be required to meet the number of parking space requirements in the Vancouver Parking By-law. New bicycle lanes and pedestrian connections are also required to encourage active transportation.

As a single woman I don’t feel safe going to a coyote filled trail (Everett Crowly) there’s also been sightings of men masturbating in that trail. We need an actual fenced in dog park (small and big dog part). Almost all condos in the River District are dog friendly yet there is no dog park?! We don’t need 6+ childrens playgrounds.     Thank you for your interest in an off-leash dog area in the River District, as well as flagging concerns related to Everett Crowley Park. Staff passed along the report of safety concerns on the trails of Everett Crowley to Park Rangers. 

     The developer’s Rezoning Application for Area 3 (the easternmost section of the River District) includes proposed locations for parks. Decisions on park amenities will be influenced by public engagement and confirmed closer to the time of park design and implementation by the Park Board. Given the significant public interest in dog amenities in the neighbourhood, Park Board staff anticipate that off leash dog area will be a public priority for new parks in Area 3. Staff will look for opportunities to implement dog amenities as guided by the Park Board’s People, Parks and Dogs Strategy

    Through this rezoning, the school use will be secured for the secondary school; however, it is the responsibility of the Vancouver School Board to deliver the school as part of their long-range planning work.
