The application has not changed. The City of Vancouver has received an application to rezone the subject site from C-1 (Commercial) District to CD-1 (Comprehensive Development) District. The proposal is to allow for the development of a 12-storey residential building and includes:

  • 76 social housing units;
  • A floor space ratio (FSR) of 4.82;
  • A building height of 46.6 m (153 ft.); and
  • 7 vehicle parking spaces and 81 bicycle parking spaces.

The opportunity to ask questions through the Q&A is available from July 5 to July 18, 2023.

    In November, 2021, Council instructed staff to initiate a planning process for the areas around the Rupert and Renfrew SkyTrain stations, within which this site is located. For more information about the Rupert and Renfrew Station Area Plan, engagement opportunities and timelines, please see: https://www.shapeyourcity.ca/rupert-renfrew-station-area-plan.This area plan will be informed by the Vancouver Plan (https://vancouverplan.ca/), the City’s long-term land use strategy, and enable the City to further a number of key citywide objectives, policies and initiatives. Under the Vancouver Plan, mid-rise (generally up to 12-18 storeys) and high rise (up to 25 storeys) may be considered in close proximity to rapid transit stations. The plan also encourages social and supportive housing close to rapid transit. Based on these directions, in recognition of the urgent need to address homelessness across the city, and the site’s surrounding context and close proximity to the Renfrew SkyTrain station, a 12-storey building with 76 units can be considered on this site.   

    All City-owned sites across the city that are close to transit and/or services were considered for social and supportive housing, and there are supportive housing buildings located throughout the city.     It is expected that there will be no impact on the street traffic and or available public parking in the area. The amount of vehicle traffic anticipated to be generated by this building is low, as residents are not anticipated to own cars. On-site parking spaces are provided for staff, visitors and deliveries.  The project is located in very close proximity to the Renfrew SkyTrain station, and to services and amenities, all of which promote the community and connection that support the well-being of all residents.

    The amount of vehicle traffic anticipated to be generated by this 76-unit building is low, as residents are not anticipated to own cars. On-site parking spaces are provided for staff, visitors and deliveries.

    The ground for plans for this project can be seen on page 14 of the application booklet. The program spaces on the ground floor are: a staff room, reception, office, meeting room, community/cultural room and laundry room. There are program spaces on the second floor as well, which include a support office, medical consultation room, meeting room, kitchen, multipurpose lounge, game room and dining room. There are no public safe injection sites in this building.
