The City of Vancouver has received an application to rezone the subject site from RM-4 (Residential) District to CD-1 (Comprehensive Development) District. The proposal is to allow for the development of a 21-storey mixed-use building and includes:
- 193 secured rental units with 20% of the floor area secured for below market rental units;
- Commercial space on the ground floor;
- A floor space ratio (FSR) of 6.8; and
- A building height of 64.6 m (212 ft.) with additional height for rooftop amenity space and mechanical appurtenances .
This application is being considered under the Broadway Plan.

At this time, the Parking Bylaw does not require development applications to allocate parking spaces exclusively for car-share programs. Inclusion of car share parking spaces within the parkade would provide a sustainable option for the public, however, there would be issues regarding public access on private property and access for car share maintenance staff. The street parking will remain. The area is not regulated as a residential permit parking zone. Details on how to establish a residential permit parking zone can be found in the link below.

Staff have received a revised shadow study from the applicant and are conducting a separate shadow analysis to ensure the correct information is provided to the public and Council. Once the staff analysis has been evaluated, an updated submission will be uploaded to the project’s Shape Your City page for review. SeanAF asked 7 months agoThank you for your questions. Typically, common amenity areas (gyms) are not open to the public and only available to the residents of the building. There will be visitor spaces required for the building, but the applicant will not be required to provide public parking. In terms of increased traffic, Engineering staff are evaluating the proposal to determine if road upgrades or traffic related improvements are required.

The revised shadow study will also be available for public review and comment. The public consultation period concludes on April 23rd. However, members of the public are free to continue to submit comments via the Shape Your City page. In terms of apartment size, rezoning applications are required to comply with the Family Room: Housing Mix Policy for Rezoning Projects and High-Density Housing for Families with Children Guidelines. These policies regulate internal floor layout design/size and common amenities. 35% of the total units will be required to be 2+ bedrooms (10% of which will be 3 bedroom units). Regarding parking, proposals within the Broadway Plan and Downtown do not have parking minimums. Applicants are required to submit a TDM to encourage the use of active transportation, transit and car share, as well as enhance the effectiveness of sustainable transportation modes in the area. Chelsea P asked 7 months agoThank you for your question. The applicant is proposing 85 parking spaces. The application includes a a Transportation Demand Management (TDM) Plan which a set of strategies aimed at maximizing the utility of sustainable transportation choices. The TDM Plan requires that all new developments within the Broadway Plan area make these strategies available on-site to their residents and tenants to reduce motor vehicle traffic and parking demand, encourage the use of active transportation, transit and car share, as well as enhance the effectiveness of sustainable transportation modes in the area.
The Broadway Plan identifies this neighbourhood as priority walking, rolling, and cycling routes near the development site. Improvements to these corridors will be delivered and implemented as development progresses in the area.
