The City of Vancouver has received an application to rezone the subject site from C-8 (Commercial) District to CD-1 (Comprehensive Development) District. The proposal is to allow for the development of a 20-storey mixed-use building and includes:

  • 86 strata residential units;
  • Commercial space on the ground floor;
  • A floor space ratio (FSR) of 6.93; and
  • A building height of 66.1 m (217 ft.).

This application is being considered under the Broadway Plan.

Application drawings and statistics are posted as-submitted to the City. Following staff review, the final project statistics are documented within the referral report.

    The application proposes strata housing units, not rental housing for this site.

    In regards to your first question, City does not have data on what the average rent would be including all the non-market units as we do not have a data source that amalgamates it all. The City relies on CMHC to provide data on average rents in the market. Although CMHC has an "affordable housing survey", the methodology is different than the Rental market Survey so the two sets of data cannot be combined for a clear answer. In general, non-market housing and market rental rates have evolved differently and are based on very different methods and factors.  

    For your second question on the rental stock, the difference between 20% below 2023 City-wider average rent and 20% below 2023 City-wide median rent is $107.  

    •    2023 City-wide average rent (all unit types combined) = $1,884.   20% below = $1,507

    •    2023 City-wide median rent (all unit types combined) = $1,750.    20% below = $1,400
