The City of Vancouver has received an application to rezone the subject site from RM-3 (Residential) District to CD-1 (Comprehensive Development) District. The proposal is to allow for the development of a 21-storey residential building and includes:

  • 112 rental units with 20% of the floor area secured for below-market rental units;
  • A floor space ratio (FSR) of 6.5; and
  • A building height of 65.8 m (226 ft.) with additional height for rooftop amenity space.

This application is being considered under the Broadway Plan.

    Juliet balconies proposed on the studio units may be considered. This is subject to further review of the interior layouts of these studio units, the design of the Juliet balconies, and the total area proposed for the common outdoor amenities to enhance the liveability and wellbeing of these studio unit residents. Any dwelling units that are bigger than studio units are typically required to have balconies, and this rezoning application meets this standard requirement.

  • Share Your floorplans show that two suites per level don't have balconies and only have sliding windows. This doesn't conform with the Broadway Plan that requires these units to have balconies. Can you please update the signage and this page to reflect the non-compliance with the plan? The application booklet also shows floor to floor heights in excess of 3.0m and there's no four storey podium in this design which is part of the Broadway plan typology for a tower development on this site.     • For studio units, Juliet balconies may be considered subject to a review of the unit’s interior layout and the design of the balcony. The size and quality of the common outdoor amenity space should also provide an adequate alternative, to ensure liveability for future tenants. For all units larger than studios, full balconies are typically required. This rezoning application meets these standard requirements.
    • The proposed residential floor-to-floor height of 3.02 m complies with the minimum floor-to-floor height of 3.00 m anticipated in the Broadway Plan. There is no maximum floor-to-floor height requirement.
    • A consistent four storey podium is encouraged in the Plan. However, a point tower typology may be considered subject to further review of the urban design performance. This proposal is not located on an arterial street. The ground level open space/outdoor amenity areas generally exceed the urban design objectives in the Plan, and appear generally compatible with the existing neighbourhood streetscape. Also by not including a podium, it allows for the retention of existing trees.

    Building cooling will be a Vancouver Building By-law requirement. Council approved it in principle in 2022 and it is expected to take effect in March 2025. Therefore current rezoning applications will require building cooling. Floor plans can be found in the application booklet found on this webpage. See pages 78-84.     The green space adjacent to the Vancouver School Board (VSB) offices is owned by the VSB. The VSB green space is not a park or a public school yard, therefore the solar access policy in the Broadway Plan does not apply, and the inclusion of it on figure 11.5 is an error.
