The City of Vancouver has received an application to rezone the subject site from FC-1 (Commercial) District to CD-1 (Comprehensive Development) District. The proposal is to allow for the development of a 22-storey and 18-storey mixed-use rental building with a seven-storey podium and includes:

  • 371 units;
  • Commercial space on the ground floor;
  • A floor space ratio (FSR) of 5.97; and
  • A building height of 70.1 m (230 ft.) with additional height for rooftop amenity space.

This application is being considered under the Secured Rental Policy.

The site is within the Southeast False Creek Official Development Plan.

Application drawings and statistics are posted as-submitted to the City. Following staff review, the final project statistics are documented within the referral report.

    Rezoning enquiries are confidential between the City and Applicants. As such, staff do not confirm or release rezoning enquiry submission information to the Public. 

    Staff are currently conducting the in-depth review of the rezoning application submission materials, and assessing compliance based on Council-approved plans, policies, and guidelines.

    The rezoning application submission (fee paid) date was July, 30, 2024. The Citywide Development Guidelines Early Actions – Public Views, Solar Access, and Residential Tower Floorplates report, was approved by Council with amendments on July 10, 2024. The technical assessment sheets to the Main Street view cone are provided in Appendix G of the Citywide Development Guidelines Early Actions – Public Views, Solar Access, and Residential Tower Floorplates report, which identifies this site to be within the 8 to 16 storeys range for change to view cone height. For more information on the Main Street view cone changes and rationale, please see Appendix B of the Citywide Development Guidelines Early Actions – Public Views, Solar Access, and Residential Tower Floorplates report.

    The question was forwarded to the Applicant, this was their response:

     Yes, the McDonalds restaurant will return; however, the drive through component will be removed.

    The site’s existing zoning is FC-1. Here’s a copy of the City’s 1990 Zoning Map which identifies the site as FC-1 zoning. For adjacent sites located east of Main Street, please refer to the False Creek Flats Plan | City of Vancouver and the False Creek Flats planning team.
