The City of Vancouver has received an application to rezone the subject site from C-3A (Commercial) District to CD-1 (Comprehensive Development) District. The proposal is to allow for the development of a 25-storey mixed-use building with a one-storey podium and includes:

  • 162 secured rental units with 20% of the floor area secured for below market rental units (approximately 32 units);
  • Commercial space on the ground floor;
  • A floor space ratio (FSR) of 8.07;
  • A building height of 80.8 m (265 ft.); and
  • 93 vehicle parking spaces and 281 bicycle spaces.

This application is being considered under the Broadway Plan.

    As part of the rezoning process, applicants provide information on water demand, which Engineering staff are currently reviewing to ensure that adequate water supply is maintained throughout the system.

    City-led rezoning open houses, such as the one in 2019 for 2538 Birch Street, were held for only one evening. During the pandemic, the format changed to a longer virtual open house in consideration of public health. The on-line format has been continued for public comments and questions in order to provide more flexible times and ways for the public to provide input. Context photos are provided on page 15 of the rezoning application booklet. The City does not predict the future value of properties as part of the rezoning process. Fall shadow studies that were included in the applicant’s architectural drawings have now been added to the application documents shown in the right sidebar. For information about market rents, please contact the applicant.

    Shadow studies are provided and assessed for individual applications. At this time, there is not a separate process to aggregate the shadowing of all potential buildings that are being proposed under the Broadway Plan. However, City staff typically assess a rezoning application, including shadowing impacts, within the context of other approved and potential development projects in the surrounding area.
