Note: The notification postcard mailed on or about March 19 incorrectly stated the address as
"1245-1245 West 10th Avenue". As noted correctly on this page, the site address is
1245-1265 West 10th Avenue.

The City of Vancouver has received an application to rezone the subject site from RM-3 (Residential) District to CD-1 (Comprehensive Development) District. The proposal is to allow for the development of a 20-storey residential building over three levels of underground parking and includes:

  • 164 secured rental units with 20% of the floor area secured for below market rental units (approximately 33 units);
  • A floor space ratio (FSR) of 6.50; and
  • A building height of 64.9 m (213 ft.).

This application is being considered under the Broadway Plan.

Application drawings and statistics on this webpage are posted as-submitted to the City. Following staff review, the final project statistics are documented within the referral report.

Revised shadow studies have been provided. These shadow studies have accounted for daylight savings.

    This rezoning application is currently under review, which can take generally 12-15 months. Upon completion of review it will be presented to Council for a decision at a public hearing. If Council approves the project, the applicant will be required to meet certain enactment conditions. During this time they may submit a development application for review. If approved the project would continue to construction, the timeline for which would have a number of variables and is difficult to estimate this early in the process.

    The shadows created by the proposed building can be seen at certain times of day and year by clicking on Shadow Studies under Application documents.

    Every applicant provides shadow studies which are vetted through the rezoning process. The applicant is reviewing the shadow studies they submitted, and this answer will be updated following their review. Staff review of the rezoning application is underway and an analysis of the application will be reflected in a future Council report.

    The applicant's documents reflect a snapshot in time showing context for buildings constructed prior to submission of the application. The model flythrough video created for this Q&A period shows a semi-transparent form of the approved but not yet developed rezoning at the southeast corner of Birch St and W Broadway. Staff review of the application will consider current context.

    Update:

    The applicant has submitted revised shadow studies, which do take daylight savings into account.
