The City of Vancouver has received an application to rezone the subject site from RM-5D (Residential) District to CD-1 (Comprehensive Development) District. The proposal is to allow for the development of a 22-storey building and includes:

  • 198 secured rental units with 20% of the floor area secured for below-market rental units (approximately 37 units);
  • A floor space ratio (FSR) of 8.0; and
  • A building height of 68.8 m (226 ft.) with additional height for mechanical appurtenances.

This application is being considered under the West End Community Plan.

    This application is proposing 65 underground vehicle parking stalls, two loading stalls and 320 bicycle parking stalls.  Further details of the proposed parking can be found in the application booklet here.

    As part of the rezoning process, Engineering staff include a review of the application with respect to transportation impacts. The applicant (and nearby developments to this intersection) will be required to provide street improvements as conditions of rezoning approval.

    Prior to construction, the site is required to meet with and coordinate construction and street use impacts with our Engineering team. Appropriate permits are required to secure street space and any closures must be permitted in advance with proper traffic management plans approved. Traffic management plans are reviewed closely by Engineering staff to ensure there are safe vehicular, cycling, and pedestrian provisions during construction to provide access for the local residents and businesses.

    80% of the housing units in the new building will be market-rent units.  That is, they will be rented by the owner at rates in line with standard rental housing at the time of building completion.

    The below-market rental units are to be rented at 20% less than the average rents as published by the CMHC.  The rents of the below market rental units would be set at occupancy.  Were the building to complete today, the maximum starting rents are: $1,223 for Studio, $1,429 for 1-bedroom,  $1,969 for 2-bedroom, and  $2,395 for 3-bedroom or larger.

    Prior to construction, the site is required to meet with and coordinate construction and street use impacts with our Engineering team. Appropriate permits are required to secure street space and any closures must be permitted in advance with proper traffic management plans approved. Traffic management plans are reviewed closely by Engineering staff to ensure there are safe vehicular, cycling, and pedestrian provisions during construction to provide access for the local residents and businesses. Residents are encouraged to file complaints of prohibited activity or street use with 3.1.1 for staff to investigate.
