The City of Vancouver has received an application to amend the CD-1 (363) (Comprehensive Development) District By-law to permit a 250-room floating hotel next to the Vancouver Convention and Exhibition Centre (VCEC).

The hotel is in the form of a vessel with six decks and contains a publicly accessible restaurant, bar, shops, and viewing deck. A public dock with commercial spaces are proposed on the west side of the hotel.

The proposed floor area is 15,053 sq. m (140,975 sq. ft.) and the proposed height is 19.5 m (64 ft.) above the waterline. Parking and bicycle spaces are provided in the existing facilities at the VCEC.

Application drawings and statistics are posted as-submitted to the City. Following staff review, the final project statistics are documented within the referral report.

    This location is well served by public transit, and hotel guests can arrive by SkyTrain or numerous transit-bus routes. Vehicle, shuttle and taxi drop-off for hotel guests are proposed within the parkade of the existing West Vancouver Convention and Exhibition Centre (VCEC). Coach bus and taxi pick-up and drop is also proposed along the multi-way lanes in front of the VCEC. No passenger drop-offs are proposed from West Waterfront Road underneath.

It would block all sunlight which I would think does irreparable harm to whatever is underneath it and what happens as it ages who pays to replace it and what is the mechanism to keep the owner accountable?     A marine environment impact assessment is not required for a rezoning application. Any development in a marine environment will need to obtain any necessary environmental permits and approvals from the Department of Fisheries and Oceans. 

    Regarding the vessel and docks, the developer has provided the following response: The vessel and floating docks do not have a permanent footprint. If there was no longer a hotel business in Vancouver, all the facilities and infrastructure (including the floating hotel, docks and access ramps) can be relocated. They are designed to be moved if necessary. There will be a small fixed footprint for the mooring of the vessel, with 2 concrete dolphins which are fixed to the seabed. The concrete dolphins can also be removed if the vessel is no longer in operation.

    The developer has provided the following response:

    The vessel and floating docks do not have a permanent footprint. If there was no longer a hotel business in Vancouver, all the facilities and infrastructure (including the floating hotel, docks and access ramps) can be relocated. They are designed to be moved if necessary. 

    There will be a very minimal fixed footprint for the safe mooring of the vessel, with 2 concrete dolphins which are fixed to the seabed. The concrete dolphins can also be removed if the vessel is no longer in operation.
