In February 2020, Council directed staff to consider rezoning enquiries and applications for social housing sites around the Marine Drive Station for heights and densities beyond those envisioned in the Marpole Community Plan to achieve more affordable housing through the Ashley Mar Issues Report.

In October 2020, Council also supported intensification of job space in key areas, including Marine Landing, through the Employment Lands and Economy Review (ELER).  Intensive employment sites in Marine Landing that deliver 100% job space with a multi-storey light industrial space may be considered for greater heights and densities than identified in the Marpole

What's happening?

To align with these recent Council directions, we completed an area analysis for Marine Landing to support a growing population and employment hub as it continues to evolve into the vibrant community envisioned in the two community plans. The analysis focused on the following area-wide considerations:

  • Built form guidelines
  • Public realm improvements
  • Archaeological and heritage management
  • Transportation network and utilities
  • Public benefits priorities (such as open space and childcare)

The area analysis resulted in the creation of new Marine Landing Guidelines which should be used to inform future rezoning enquiries and applications as development sites come forward. Specific heights, densities, housing types and tenures, utilities/infrastructure upgrades and any public benefits will be determined through the rezoning process for each individual site, which will also include public consultation.

    Staff will be presenting the proposed Marine Landing Policy Updates to City Council on Wednesday, December 8 at the Standing Committee on City Finance and Services meeting.

    In 2020, Council approved revised land use policies to support more affordable housing and employment space in Marine Landing. These changes will result in more people living and working in the neighbourhood in the future. As a result, we completed an area analysis to re-visit the needs and priorities for Marine Landing. The draft guidelines are the outcome of that review, and build on the Marpole Community Plan and Cambie Corridor Plan. The guidelines provide direction for affordable housing and intensive employment sites seeking heights and densities beyond existing community plans in the area around Marine Drive Station.

    Next steps

    After public input, staff will analyze and summarize the findings for a report to Council. Staff anticipate presenting the draft guidelines and summary of public feedback for Council consideration in Winter 2021.

    If approved, any new rezoning enquiries and applications in Marine Landing will need to reference and respond to the new guidelines. Plan amendments will be completed to the Marpole Community Plan and Cambie Corridor Plan, as well as any other applicable City policies, to reflect new Council directions.
