Revised Application (September 12, 2025)

The City of Vancouver has received an application to rezone the subject site from CD-1 (88) to a new CD-1 (Comprehensive Development) District. The proposal is to allow for the development of four buildings of social housing. This proposal includes:

  • A total of 903 social housing units;
  • A total floor space ratio (FSR) of 7.46;
  • Building One is a six-storey building with a height of 19.2 m (63 ft.) and 123 units for seniors;
  • Building Two is a 26-storey building with a height of 77.4 m (254 ft.) and 255 units;
  • Building Three is a 32-storey building with a height of 95.1 m (312 ft.) and 272 units; and
  • Building Four is a 28-storey building with a height of 83.2 m (273 ft.) and 253 units.

This application is being considered under the Marpole Community Plan.

The City’s Tenant Relocation and Protection Policy applies to this site. This policy provides assistance and protections to eligible renters impacted by redevelopment activity. To learn more visit: vancouver.ca/protecting-tenants.

Application drawings and statistics are posted as-submitted to the City. Following staff review, the final project statistics are documented within the referral report.

The previous version of this application included the following differences:

  • A total of 847 social housing units;
  • A total floor space ratio (FSR) of 6.99;
  • Building Two is a 20-storey building with a height of 59.4 m (195 ft.) and 200 units; and
  • Building Four is a 28-storey building with a height of 83.2 m (273 ft.) and 252 units;




Public Hearing: Thursday, February 5, 2026, at 6 pm

These Public Hearings are to be convened by electronic means, with in-person attendance also available. You may participate in the Public Hearing either by speaking by phone or in person, or by submitting written comments that will be distributed to the Mayor and Councillors.

Copies of the draft by-laws will be made available for in-person viewing from 8:30 am to 5:00 pm on weekdays at the City Clerk’s Office on the 3rd Floor of City Hall from Friday, January 23, 2026, and for viewing on the meeting agenda page on the same Friday starting at 1:00 pm. Minutes of the Public Hearing will also be available at this location approximately two business days after the meeting.
