The Director of Planning has requested you be advised that this application was considered on October 20, 2021, and was refused. 

It should be noted, however, that the applicant has the right to appeal this decision of refusal to the Board of Variance in accordance with the provisions of the Vancouver Charter.


Rose Academy Daycare has applied to the City of Vancouver for permission to:

  • Change the use of approximately 2,020 sq. ft. from a retail store to a Child Care Center for 27 children in the existing mixed-use building with residential above
  • Hours of operation: 7:00 am - 5:30 pm, Monday to Friday
  • Four proposed pick-up and drop-off parking at the rear

Under the site’s existing C-2 zoning, the application is “conditional” so it may be permitted. However, it requires the decision of the Director of Planning.
