The Director of Planning has requested you be advised that this development application was withdrawn by the applicant on December 23, 2022.


Jessica Bremner Design has applied to the City of Vancouver for permission to perform interior/exterior alterations and a change of use of the existing character Multiple Conversion Dwelling with five units to a Multiple Conversion Dwelling with three units:

  • A proposed total Floor Space Ratio of approximately 0.84 (4645 sq. ft.)
  • Restoration of the front façade’s original exterior design and style to include a covered entry porch.
  • Retention of the existing one car garage and two new surface parking spaces at the rear all having vehicular access from Balsam St.

Under the site’s existing RT-8 zoning, the application is “conditional” so it may be permitted. However, it requires the decision of the Director of Planning.

Review of design guidelines applicable to one and two family dwellings in this district has been streamlined as per the Council report of June 8, 2021. This is a temporary measure for one year.
