1837 E 11th Ave and 2631 Victoria Dr rezoning application

This application was approved by Council on November 23, 2021, following the Public Hearing on November 16, 2021.



We would like your feedback on a rezoning application at 1837-1849 E 11th Ave and 2631-2685 Victoria Dr. The proposal is to allow the development of a 6-storey secured rental residential building and a 4-storey revitalized heritage house. The zoning would change from RM-4 (Residential) to CD-1 (Comprehensive Development) District. This proposal includes:

  • 136 secured rental units
  • A floor space ratio (FSR) of 2.89
  • A site area of 2704.6 sq. m (29,112 sq. ft.)
  • A building height of 19.8 m (65.0 ft.)
  • 43 vehicle parking spaces and 270 bicycle parking spaces

The application is being considered under the Grandview Woodland Community Plan.

Please note a notification postcard mailer circulated inadvertently referenced "commercial retail at grade" included in this proposal. There is no commercial retail component being proposed. Staff are aware of this issue and an updated mailer has been circulated.

Please note: This is a new rezoning application for this site. A previous application had been submitted on December 18, 2017 (view the previous application) and was approved by Council on July 10, 2018 (view the council report). That application has been rescinded and a new application has been submitted with the following key changes from the previous application:

  • Removing the strata use and proposing a 100% secured rental use
  • Reducing the proposed height from 11 storeys to 6 storeys
  • Reducing the proposed density from 3.6 FSR to 2.89 FSR
  • Reducing the proposed number of units from 138 to 136

In response to COVID-19 (Coronavirus), an extended online question and answer (Q&A) period was held in place of an in-person open house for this project.
